To find the broken elevator you will have to first pass by Terminal Victor. This point is relatively important to the process of fixing the elevator so it’s important to note that you should have an idea of where is is by the time you get around to fixing the freight elevator.
First off, connect a power cable from your base to the elevator to begin the process of fixing it. Once the cable is connected you will know whether or not more work is needed.
If the cable doesn’t work then you have to go back and continue making improvements to Terminal Victor, one of which will allow for the activation of the Freight Elevator.
So, in case of confusion, connect a cable from the base to the elevator and if this doesn’t work you must continue upgrading Terminal Victor until the Elevator is repaired.
