Probably second only to Satanael in terms of power Lucifer is one of the strongest in the entire game. There’s no specific reasoning other than it has some very powerful attacks and high stats to help you take down even the strongest of enemies.
Metatron
The Megidolaon skill that Metatron has will be a key one in any battle. This can deal a huge amount of damage to a sizable area. With this Persona you can take out bigger crowds of enemies with relative ease.
