So, concrete. It won’t be available to start the game as a resource to collect and like others will only appears when your city meets the requirements to produce concrete. The evolution to paved roads will require you to have concrete and provides something of a barrier to progress if you haven’t got the ablity to make any.
To unlock concrete you have to complete the second level population goals which allows you to upgrade your population to include nobles. Mixing concrete is a job that only nobles are allowed to do so until they are in your city, this resource will be locked.
Once the nobles are there, you should be able to click on the wood/tile counter section and find the concrete production line.
