Building amenities near your residents homes will lead to them being happier as they will have things to do near their homes. This includes putting down decorations as they will also make residents happier.
There are specific buffs and debuffs that can impact all of your town members. Holding a feast upon marriage is one that will have hugely positive ramifications on your residents. Hosting a festival is the easiest way as it can make people happier for 30 days for the cost of some coins.
