Maki
Maki is by far the best cook in the game. Her max stats have her cooking at 2100, which outmatches everyone else in the game by a few hundred points. She has no other discernable skills but that can be offset by other hires.
El Nino
Like Maki, El Nino is the best at what he does. He has the highest serving stats of anyone in the game when at level 20. Unlike Maki, he does also have other skills like high appeal and procure ratings. His two skills are also of benefit as he is a drink serving master and a cleaning master.
Itsuki
Itsuki is another excellent server but also boasts a max appeal of over 900 and a procure of over 600. She is a good server to have if your aim is to serve up quick meals and send customers home happy.
Yone
Yone is the only chef who can feasibly compete with Maki. She has other high ratings like a 700+ procure and her Ingredient Prepping Expert skill makes her an excellent addition to your kitchen.
Davina
Davina isn’t strong in cooking or serving but makes up for it by having high appeal, high procure, and the Dispatch Master skill. Can be an effective employee if used right.
